Why is my flame stuck at Safety, even though I'm doing okay?

One metric that's genuinely in trouble caps the whole rating at the lowest tier, even if the other two are strong — the idea is that a maxed-out credit card shouldn't be hidden behind a good savings rate. The flame panel (tap the info icon next to it) shows exactly which metric is holding it back and what would move it.
